Well, Florida does... unless you wear a helmet. If you're geared up, you don't have to have insurance. If you're riding without a helmet, you have to have at least $10,000 in liability insurance, or the cops can ticket you... but that never really happens, and it's a secondary offense, so you can't get pulled over JUST for that.
